2.,"If legal controls and inspections are weak in a country, is it acceptable to pay very low wages for long hours of work in order to reduce business`costs?"
In my opinion, this is not the fairest option a company could chose to do,because of a certain amount of respect towards the people, working for this company. Big companies often build their factories in poor countries, because of the fact that they do not have to pay such high taxes, wages and other costs as they would have to in the United States. In some countries it is even possible to employ children as well. For example the campaign of the H&M company against child slavery, provide them water, good medical conditions and pay a quite high monthly fee for their work for a reasonable amount of working hours according to their jobs.
